Retrieval and Resurfacing
Two things get called the same thing, and the confusion is the reason so much note-taking advice sounds evidence-based while resting on nothing in particular.
Retrieval is effortful recall. You attempt to bring something back from memory before you look at it. This is one of the most replicated findings in cognitive science.

Resurfacing is being shown something you wrote. An app puts an old note in front of you. You read it. No attempt precedes the seeing.
They feel similar and they are not the same operation. Nearly every tool in this space does the second and borrows its credibility from the research on the first.
Why the difference matters
The evidence for retrieval rests on the act of trying. In the canonical experiments, participants who attempted recall before being shown the answer retained substantially more than participants who simply restudied — even when the attempt failed.

Remove the attempt and you have removed the mechanism. Reading a note is closer to restudy, and restudy is the comparison condition that retrieval practice consistently beats.
That does not make resurfacing worthless. It makes it a different intervention with a different, much thinner evidence base, and it should be described as one.
What resurfacing plausibly does
Being fair, because dismissing it entirely overshoots the evidence just as badly.
It re-exposes you to material you had forgotten you had. Not memory strengthening in the technical sense, but genuinely useful — you cannot use an idea you have forgotten exists.
It produces recombination. An old note arriving next to a current problem sometimes connects. This is the strongest informal case for resurfacing and there is very little research on it, because it is hard to operationalise.
It is nearly free. No effort, no discipline, no habit to maintain. Given that most people do nothing at all with their notes, an intervention requiring no willpower has a real advantage over a better one requiring some.
And it makes the archive feel alive, which affects whether you keep writing.
None of that is memory research. It is worth having and it is a different claim.
What resurfacing does not do
It does not strengthen retention the way retrieval does, because the effortful attempt is what strengthens.
It does not tell you what you have forgotten. A random note tells you about one note. Retrieval attempts reveal the shape of what is missing.
It does not build the ability to recall on demand, which is what you need when the idea is relevant and no app is prompting you.
How to get the retrieval version
The practical part, and it costs more than clicking through a daily email.
Try before you look. Given a note title, spend fifteen seconds attempting to recall what it said. Then open it. This one change converts resurfacing into retrieval and it takes fifteen seconds.
Write the recall down, briefly, before opening. Now you can see the gap between what you thought and what is there, which is where the learning is.
Space it. Intervals matter and the research on them is strong. Immediately re-reading a note you wrote yesterday does very little.
Accept failing. Unsuccessful attempts still help. The instinct to look immediately because you cannot remember is exactly backwards.
The honest summary
If your goal is remembering — you want the material available when you need it — resurfacing is a weak version of something much better, and the better version costs fifteen seconds per note.
If your goal is rediscovery — you want to be reminded that an idea exists, and to bump it against today's problem — resurfacing does that directly, and retrieval practice is the wrong tool for it.
Most people want the second and describe it as the first. That is fine as long as nobody claims the research supports it, and the claim is made constantly.
What to ask of any tool that promises this
Does it ask me to try before showing me? If not, it does resurfacing, whatever the marketing says.
Does it space intervals, or is it random? Random is a different thing again, and it has its own uses and limits.
What is it citing? If a product page invokes the spacing effect or the forgetting curve to justify showing you old notes, the citation is doing work the study does not support.
